Mobilizing local finance to implement the post-2015 development agenda

The informal hearings of the Business and Civil Society Committees to be held in New York in preparation for the Third International Conference on Financing for Development have been postponed, from March 3rd (initial date) to April 8th and 9th 2015. In this context, members of the Global Taskforce  are organizing a special-event on the day after the Hearings, on the theme: “Mobilizing local finance to implement the post-2015 development agenda”.

As the first preparatory documents for the conference make very little mention of sub-national finance, we wish to highlight the role of local and regional governments in the implementation of the SDGs and the necessity to strengthenfiscal decentralization, by building legal and regulatory frameworks at the national level.

This event will be held on 10 April 2015 in New York, from 10am to 1pm, in conference room 8 at the UN Headquarter (see concept note and annex attached).

The Financing for Development process

The 2002 UN Monterrey Consensus on Financing for Development represented a breakthrough in the global development architecture as UN member states recognized for the first time that official funding is not sufficient for financing development, and the imperative of mobilizing other financing sources. The current FfD process is especially critical for local governments, as in September 2015 the international community will adopt the post-2015 development agenda and the two processes should be closely interlinked.

The Third International Conference on Financing for Development will take place in Addis Ababa, Ethiopia, on July 13th-16th, 2015. It constitutes a remarkable opportunity for the Global Taskforce to disseminate the advocacy in favor of local governments’ sustainable financing in line with the post-2015 debate.
