The Nairobo Outcome Document recognizes the role of local and regional governments in the achievement of the 2030 Agenda and commits to build their capacities and include them in consultations on development policy.
The 2nd High-Level Meeting of the Global Partnership for Effective Development Cooperation was held from the 29th of November to the 1st of December in Nairobi, Kenya
The Global Partnership is a unique development platform bringing together a wide array of state and non-state stakeholders. It aims to gather evidence and knowledge to support all development actors to enhance the effectiveness of their respective development cooperation efforts.
The Nairobi Outcome Document commits to "empower local governments to localize the SDGs".
The Document recognizes "the importance of local governments in strengthening the relationship between citizens with government, the business sector and other stakeholders, and ensuring the localization of the SDGs and the 2030 Agenda". It also commits to strengthen local governments' capacities and to "include local governments in consultations regarding development strategies to localize the SDGs".
Development partner countries receiving support commit to "involve parliaments, local governments, and non-state partners in the definition, implementation, monitoring and evaluation of development strategies."
Annex 1, “Renewed mandate” introduces a “non-executive co-chair in the leadership of the Global Partnership” that will represent local authorities, parliaments, CSOs, trade unions, philanthropists and business sector. This in important innovation to foster mutual accountability and broad democratic accountability in multilateral fora.
